Mr. Bourdillon is away, I think, till Monday, but in the meantime I send over this extract from a letter addressed to Paskin for consideration in your Department.

I need not add to the above comments, with which I agree, except to say that, as regards (c), the papers about the Tai Lam Chung Reservoir Scheme in the New Territories, in connection/finance will be needed in all probability pretty soon, are being recirculated to Mr. Bourdillon to jog' the Treasury on the letter we wrote to them about the form in which the money could be raised locally in Hong Kong.
